WINNIPEG - Mayor Scott Gillingham says he is only trying to get funding for Winnipeg in the easiest and quickest way possible.
Federal funding usually goes through the provinces but Gillingham is trying to secure a housing agreement with Ottawa worth $192 million.
The provinces complained earlier this week about being left out of the process between the feds and municipalities.
The national housing minister and chair of the Big City Mayors' Caucus say they were blindsided by the premiers' complaints.
