WINNIPEG - Property owners will pay more in taxes and fees as mayor Scott Gillingham tables his first budget.

The proposed financial plan targets the city's crumbling infrastructure with promised improvements to Winnipeg Transit and 311.

If approved, the budget will increase property taxes for the average homeowner by $142.

Gillingham is also spending more money on downtown safety and neighbourhood action teams.
