WINNIPEG - The Winnipeg Humane Society says the city’s bylaws around pet ownership aren’t strong enough.
There are thousands of stray cats and dogs in the city, the WHS explains, while “backyard breeders” are getting away with unethical practices. The advocates are calling for stricter spay and neuter requirements, rules to prevent animal hoarding, and a licensing system to ensure breeding is taking place under certain regulations.
The society says breeders and pet owners need the regulations to prevent stray populations from spinning out of control, and Protection Committee Chair Councillor Sherri Rollins says the city is looking into it. The committee has voted to look into the recommendations with Winnipeg’s animal services department.
