WINNIPEG - The Red River and its tributaries are at high risk of major flooding this spring.
The Manitoba government has released its March flood outlook which says above normal to record high precipitation in parts of the Red River Basis here and in the US have elevated the chance of flooding.
Soil moisture in the area is normal to above normal and that affects the amount of runoff the ground can absorb.
The outlook also says the degree of flood waters still depends on weather conditions ahead of this year's thaw.
