WINNIPEG - Manitoba's Emergency Measures Organization should be handling the COVID-19 crisis. That from Chuck Sanderson who ran the EMO for a dozen years before retiring.
He says the province's plan, including the vaccine rollout, is full of problems that could have been prevented.
According to Sanderson, the fatal flaw is having health officials plan everything when they're exhausted.
As a result, the government failed to properly prepare for the second wave of the virus.
